The man is not homeless...with his dog. Land hauntings occur without respect to whether a home is currently built there or was in the past. There is at least one case I can think of in which an accident resulting in death on undeveloped land resulted in a haunting after homes were built there. There are also cases where hauntings continue even after homes are torn down. In both instances, the haunting has nothing to do with the incorrect association between who is haunting and where they are haunting. There are reasons for each type of haunting and each reason will manifest in different aspects of the haunting. In this case, the dog is connected to nature and the man is connected to the dog. Since the dog will not return home, neither will the man. I think that much is clear from the photo. In the given circumstance, we don't have any historical information about the land unless someone provides it so we cannot draw the conclusion that the man and his dog did not once live in the area where these apparitions manifested.
